Understanding the people behind the Maldivian economy — how population, migration, income, employment and household structure shape domestic demand. The central finding is uncomfortable: the country's resident population cannot be treated as one consumer base, and a quarter of it has never had its spending measured at all.

The Maldives has 839,615 mobile subscriptions and 143 of them for every hundred residents — and it is still 7% below where it was nine years ago. The base has been growing again since 2022, but the revenue it carries has not. Reconstructed from 173 months of regulator data and thirty operator-quarters of filings.

What a gigabyte actually costs in the Maldives

Two hundred and four published products, and a price ladder that varies forty-six-fold within a single duration band. The cheapest data in the country on headline arithmetic is a one-hour pass at twenty laari a gigabyte — which nobody can use. Once consumption is capped at something a person could plausibly consume, the ordering inverts and the same pack becomes the most expensive data on sale.

Why is everything expensive?

"Because it's an island" is not an explanation, it is a shrug. Decomposing a Maldivian shelf price shows that geography is the smallest layer and foreign-exchange access is the largest — a roughly one-third cost differential between two firms importing the identical good, which appears in no official statistic.

How the Maldivian economy actually works

The Maldives earns about USD 5.6bn a year from tourism and converts roughly one dollar in eight of it into reserves. Everything else — import prices, credit, the fiscal position, property values, whether a business can pay a foreign supplier — follows from that gap. This is the whole economy as a single flow, with the leakages and the bottlenecks marked.

Should we build it?

A hypothetical 60-unit residential scheme in Hulhumalé Phase 2, modelled end to end on public evidence. The base case loses MVR 43m. The land would have to cost MVR 316 a square foot — against an auction floor of MVR 4,000 — for the numbers to clear at mid-market prices. That result is not a quirk of the assumptions; it is why private residential supply in the Maldives is as thin as it is.

Should we enter Hulhumalé?

A hypothetical grocery entry into an island whose population has grown 8.8% a year since the census. The market is real and the growth is real — but a Malé household three times richer than its neighbour buys only 1.3 times as much food, which makes the obvious premium strategy the wrong one. And a retailer without official-rate dollars is loss-making before it opens.

The 2022 census shows a nation converging on Greater Malé at roughly 3,270 new households a year. The last income survey — 2019, still the newest — shows most of those households cannot pay market rents, let alone market prices. The demand side of the housing crisis is a queue, not a market.

Four lenders and two state schemes have engineered away the down payment — pension pledges, 5%-equity loans — yet the cheapest formal flat still absorbs half the mean Malé household's income at the best market rate. Mortgage depth near 5% of GDP is the symptom; the price level against incomes is the disease.

India-financed corridor works will finish late but finish; RasMalé's promised 65,000-unit city is reclaimed sand with no financing for anything on top. The measured housing problem, meanwhile, is a bounded Malé deficit inside a much larger affordability gap — and pledged paper supply already exceeds every demand scenario Nyra can construct to 2040.

These are not caveats appended to the research; they are the research agenda. Where a commissioned engagement can obtain evidence the public record does not contain — payroll data, operator data, transaction records — the same framework produces materially narrower ranges.
