204 products taken from both operators' own published catalogues and normalised onto a common basis: price per day, price per gigabyte, and a second price per gigabyte that does not pretend a customer can use 100GB in an hour.
The portfolio
observed 2026-08-18204 products as published by the two operators on 18 August 2026. Both axes are logarithmic — the portfolio spans MVR 10 to MVR 2,026 and one hour to a year, and a linear axis would collapse most of it into a corner.

Read down the headline column and short packs look cheap; read down the capped column and the ordering inverts. That inversion is the commercial design: short packs are sold as access to a moment — a match, a call home, an evening — and priced accordingly. A benchmark that ranks them on headline gigabytes is measuring the wrong thing. price_per_gb_realistic caps assumed consumption at 3.0 GB/day. It is an analyst assumption, not an operator disclosure.

Even here the comparison is not clean: several plans include unlimited on-net calling, family data vouchers, or app-specific allowances that carry real value and no stated gigabyte figure. The table ranks price and volume; it does not rank value.
- Ooredoo publishes rate plans on its website but sells most prepaid add-on packs through its app, USSD and self-care, which are not public. Dhiraagu publishes its full prepaid pack ladder. The two catalogues are therefore not symmetric, and any 'portfolio size' comparison between them measures disclosure, not product count.
- A snapshot cannot describe a portfolio's history; no operator publishes withdrawn products or past prices.
- Headline data allowances on very short-validity packs are fair-use ceilings, not volumes a customer can consume.
- How many customers buy each product. Without volumes there is no revenue mix, no cannibalisation measurement and no elasticity — which is why those sections of this programme are frameworks with stated assumptions rather than findings.
