How this program was researched.

Before a single paper was written, the program fixed its questions, its source hierarchy, its evidence tiers and its limitations. This page is that research plan — published, because method is the product.

The master question
What are Maldivian land, housing, commercial property, development, rental, construction, financing and ownership markets actually worth, what drives them, and what are the risk-adjusted prospects for every class of participant over 5, 10 and 20 years?

That question was decomposed into 18 research domains, each investigated independently against primary sources, then cross-checked and synthesized into the paper suite. Vantage date: July 2026. Primary currency MVR at the official peg of MVR 15.42/USD; any documented parallel-market rate is reported separately and tiered as evidence.

  1. Official statistics — Maldives Bureau of Statistics (Census 2022, HIES, CPI, GDP), Maldives Monetary Authority, Ministry of Finance, MIRA, Ministry of Housing, Land & Urban Development, Ministry of Tourism.
  2. State enterprises — HDC, Urbanco, MTCC, Maldives Ports, Fahi Dhiriulhun Corporation; financial statements where audited.
  3. IFIs & rating agencies — IMF Article IV, World Bank Maldives Development Update, ADB, UN agencies, Moody's and Fitch actions.
  4. Legislation — Land Act (1/2002) and amendments, condominium rules, FDI and lease law, planning regulations, via the Gazette.

Analytical methods
  • Macro-to-property transmission traced explicitly — every macro claim must state its channel into land values, prices, rents, costs, affordability or returns.
  • Residual land value: completed development value − construction − fees − finance − taxes − contingency − developer profit, in low/base/high scenarios.
  • Affordability arithmetic: price-to-income, rent-to-income, payment-to-income, deposit-saving years at stated rates.
  • Ten-year investment models with gross/net yield, cap rate, IRR, cash-on-cash, leveraged return and payback, in low/base/high scenarios.
  • Demand scenarios to 2030/2035/2040 and price/rent/cost forecasts to 2030/2035 with stated causal assumptions — ranges and confidence levels, never false precision.
  • Risk rated by probability × severity × horizon × segments; opportunities ranked by demand, capital, return, scalability, competition, regulatory difficulty and risk.
Stated limitations
  • The Maldives has no public transaction-price register — most "prices" in any Maldivian market analysis, including ours, are asking-price evidence and are labeled as such.
  • There is no official property-price index, rent index or vacancy statistic; the pipeline picture is fragmented across HDC statements and press.
  • Construction costs are quoted/industry-estimate tier, not survey data.
  • Income distribution beyond HIES is thin; the 2022 census gives structure, not incomes.
  • The parallel-market USD rate is documented mainly in press and commentary and tiered accordingly.
  • Every major conclusion in the program carries an explicit confidence rating; unresolved questions are listed openly in the concluding paper.
